So the default gcc compiler for cygwin is now gcc 3.2. If you want to use gcc 2.95, install the gcc2 package. This will produce a 'gcc-2' executable with similar functionality to the old gcc. The gcc-mingw piece is now required if you want to use gcc's '-mno-cygwin' option. It should be selected automatically if you select gcc. gcc 3.2-1 contains gcj which various people have reported as being either functional or broken. I'll probably strip it out of future releases and offer it separately. To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system. Then, run setup, fill in all of the options, and make appropriate choices on the "Select Packages" screen. You'll need to select the Devel category to see gcc and friends. Note that we do not allow downloads from sources.redhat.com (aka cygwin.com) due to bandwidth limitations. This means that you will need to find a mirror which has this update. You might have to wait as much as 24 hours to find a mirror with the updated version of cygwin on it. Be patient.
