Whilst attempting 'cvs import projname vendor releasetag' I 
always get the following:
"An exception OE has occurred at 0028:C001545A in VxD ---. this 
was called from 0028:C163119A in VxD ---." on a nice blue 
screen.

Here are the relevant details:
