I will again state that the mirrors list is checked daily for currency.
The list that setup.exe uses should be current within 24 hours.  So,
the mirrors are, in theory at least, not so slow as to be unusable.

Selecting one mirror at one time and one at another is something that
setup.exe is supposed to handle.  If there are problems we need to
know about them.  We need more info than the fact that it seems to
get confused.
