Almost every program tells me something like that. 80 [main] BASH 572339 init_cygheap::etc_changed: Can't open /etc for checki ng, Win32 error 2 Win98. Installation goes to C:\WINDEX\CYGWIN. There were some messages about same behavior in the mailing list about two or three months ago, but no solutions were posted.
