Also, in the httpd.conf file, the full path has to be used (i.e., /cygdrive/c/usr i.s.o. /usr). I modified the registry to move the default mounts (/, /usr/bin and /usr/lib) from HKEY_USERS\\.... to HKEY_LOCAL_MACHINE\.... to get Apache working as a service on my configuration (I installed cygwin initially "just for me").
