Well I just got a confirmation that it works fine on:

Windows 2000 (Cygwin 1.3.12-2)

Assuming it ran fine for the maintainer, Chris, then we should assume
that is works equally well on:

Windows XP (Cygwin 1.3.1?-?)

So we know this issue is isolated to at least:

Win98SE (Cygwin 1.3.12-2)
and
WinME (Cygwin 1.3.13-CVS)

I'll continue to test to see if I can figure this out.  I'm also
going to try reverting to previous dlls to see if I can isolate when
this bug appeared.
