AFAIK, it can't work. sshd and child apps are running as services with no connection to the current desktop sessions. From these processes point of view there isn't a desktop to run on. However, there is a way to allow that. Change the service properties of sshd. There's a switch "Allow service to interact with desktop". If you switch this on and restart the service, you now have a console window open in which the service is running. Now you can ssh to this box and start notepad and it will appear on the desktop. Unfortunately you can't avoid the console window for the service process now...
