According to the changelog, this function has been implemented along with strptime(); is it missing from a .def file? Also, is it possible to add the check_ntsec() function from Corinna's openssh port to the cygwin dll, so that it is more easily available to other packages? Maybe it could be renamed cygwin_check_ntsec and added to the other cygwin_ utility functions?
