Thanks Jason that was what cured it.  Funny thing is though, I don't
remember changing these permissions.  Could it have been done at the time
of an upgrade?

Anyway this is now working.  All I need to do is get impad working
reliably with inetd and stop filling my event log!  Any ideas?
