Reverting back to the 1.3.10 release or even the 6/10 snapshot immediately corrects the problem. For example, opening a bash prompt (i.e. using cygwin.bat in a Win2K command shell), which normally takes only 3-4 seconds, now takes from 15-30 seconds (up to 10 times longer than before). Nothing else has changed on my system other than the cygwin DLL version. Let me know if it would be helpful for me to run additional tests, etc. to narrow down the source of the problem.
