Andrews, Your symptom (retrieving an outdated Setup.exe via the link on the Cygwin home page) is indicative of a cache between you and the Cygwin server that is not properly detecting the presence of a new file at the ultimate URL. The current version is 2.249.2.3, and that's definitely what's present at . I interpret that absence of any Setup.exe snapshots at to imply that Setup.exe is not at the moment under active development and hence not requiring interested or motivated users to try experimental versions.
