I was using the latest released version of Setup.exe 2.218.2.9. I gave up eventually and delete my previous installation and started from scratch. I got a several "cannot open (null) for reading" messages during the installation process. I found that several packages were not installed as a result (bash, gdbm, login, readline, termcap, vim, zlib) and the resulting installation wouldn't bring up a command prompt. I fixed it by manually unzipping the bziped tar for bash and zlib and copying the files in.
