I don't know. I recalled that I'd once changed from using NetGetAnyDCName() to NetGetDCName() for *some* reason. I found the change in the ChangeLog, 2000-04-15. Unfortunately I don't remember what the exact problems with NetGetAnyDCName() were. Sigh.
