I tried to install cygwin on my w2k box, but some dirs weren't created during setup (/bin, /etc, ...). After uninstalling and installing cygwin some times and an extensive search on the mailing list archives, I hacked into the registry, and found out that those dirs where pointing to the place where I had previously installed openSSH...so I removed openSSH, cygwin, and installed everything again !
