This is not a bug. You can review the mail list archive if you're interested in the details of this change. If the new format bothers you, ignore the download directly completely. It's an implementation detail of setup which you don't need to ever inspect. It may change to your annoyance again in the future. If that thought is disturbing to you, get in the habit now of ignoring this directory.
