I'm not sure who should be supporting it but it's not Cygwin and it's not fileutils folks. Looking at the zip file you downloaded, it's not even clear that this is a GNU version. You need to find the maintainer of this software and ask them about the problem. If you need a working version of dd on NT/W2K/XP, you can install Cygwin's. I'm afraid that's the only advice this list can give you.
