(not yet 'su' in cygwin ?) Everything is fine, just the ^C (and ^Z) does not work anymore ; other ^A, ^E, ^D, etc are ok. I looked at stty, same thing as in a working rxvt. If I use the classical cygwin terminal, no problem. If I launch another rxvt from the first, ^C works again. If I use rlogin instead, ^C keeps working in the rxvt. So it seems linked to login.
