First (and most importantly), it should go to cygwin-announce AT cygwin DOT com (which automagically relays the messages to cygwin AT cygwin DOT com). Second, the announcement messages usually follow a specific format -- although I'm not sure instructions on using setup are still necessary every time a package is updated/added...
