Well there is a users guide at http://www.cygwin.com/cygwin-ug-net/, more exaktly (well to be honest I searched for "mkpasswd", and assumed that the stuff about -d would be told) http://www.cygwin.com/cygwin-ug-net/using-utils.html#MKPASSWD.
