You can find out everything you need to know about the available packages 
at www.cygwin.com.  Just review the 'setup.exe Package Listing' referenced 
on the left side of the page.  I assume once you recognize that there is a 
Cygwin 'cron' package available, you will be clear on how to install it.

Many of the typical questions that you're likely to have as a new user
are answered in the documentation available at the Cygwin site (user
guide, FAQ, email archives) or in your /usr/doc directory.  It's 
worthwhile to familiarize yourself with these resources.
