If that's the case, go to www.cygwin.com and click on "Install Now!" to install or update your Cygwin environment. If this doesn't resolve the situation, you need to provide better information about how your system is configured. You're clearly missing the ash package (or it can't be found). This is not at all typical for a normal Cygwin install via setup.exe.
