provides to a list of packages that are available in cygwin's latest and
contrib areas.

This list is generated from the list of files found in latest and setup
and during the automatic creation of setup.ini.  So, it should always be
as up-to-date as setup.ini.

This is basically a list of packages available via setup.exe, although
since it lists all tar files available in the latest/contrib hierarchy.
there may be more files presented than setup.exe is capable of
downloading.  Why?  Because setup.exe only goes back to a "prev" version
and there may be multiple older versions available in the package
directory.

So, don't be distressed if you see an old package but you can't download
it via setup.exe.  What this basically means is that the package
maintainer hasn't been cleaning their directory of older files.

This is the first step in making this info available via the web.  The
next step is to provide some kind of simple "grep the package list"
facility.
