FWIW, I don't see this at all, but then again I am configured as "CYGWIN=ntea ntsec" and logged in as a domain admin equivalent: -rwxrwxrwx /etc/setup/cygrunsrv.lst.gz -rwxrwxrwx /etc/setup/installed.db -rwxrwxrwx /etc/setup/installed.db.old -rwxrwxrwx /usr/doc/Cygwin/cygrunsrv.README -rwxrwxrwx /usr/bin/cygrunsrv.exe all with today's date at ~ 11:30am.
