I assume you're using bash --login and that your /etc/passwd entry points to /home/ and that /home/ exists. Too many assumptions? Maybe you should verify this. Output from cygcheck -s -r -v would make your environment clearer to those that don't have access to your machine. As I'm sure you're aware, your issue is a local configuration problem.
