The email archives contains the response. You might want to try looking it up just so you understand how the process works. Users/passwords are not created in Cygwin. They are created on NT-based platforms using the user manager facility. mkpasswd and mkgroup will output the user and group information, which can then be used for /etc/passwd and /etc/group.
