You can disable the media sensing feature in W2k if you are so inclined (read the applicable warnings about mucking with your registry). Microsoft's site has an article about it. But in some cases you end up doing ipconfig /release adapatername followed by ipconfig /renew adaptername to renew your DHCP lease after you reconnect. Fortunately, TCP/IP still works for 127.0.0.1. This loopback address works even if the loopback adapter is disabled. Doesn't it work when the ethernet card is installed but not connected to a network? I don't have any trouble running W2K as a DHCP client when I'm not connected to a network. The DHCP client SW gets me a default IP address when I boot up off the network and my last lease is expired...
