  You can continue to work without it.  You are using a *VERY* old beta
version of cygwin, in which you will find cygwinb19.dll instead of the
cygwin1.dll that more recent cygwin comes with.

  However, it would probably work much better for you to use a more recent
version of cygwin.  That one is years old and more recent ones have lots
of bugs fixed and generally work better all round.
