Regardless, I *always* (except for a brief period yesterday where I was responding for the wrong machine) set the Reply-To back to the list. Other members of the "core team" actually do this + set their From: address to cygwin AT cygwin DOT com. Until recently, I have had very few problems with people Cc'ing me. Lately, it seems that people are going out of their way to either contact me personally or force the Cc back to me, despite the email header setting. In fact, I can almost guarantee that if I send email asking people not to Cc me here, that I will get a personal message within an hour or so. That's been my experience so far, anyway. As an example, the recent make/sh thread came to me first.
