I am not the most knowledgeable person concerning Cygwin, so you are more likely to get a prompt and accurate response via the cygwin mail list. The version of ash you downloaded was the [test] version. There is nothing wrong with it, but when you used setup to install, it only looked for current versions unless you selected the 'Exp' Radio button. All-in-all, you would have been better off to have let setup.exe download your files rather than doing it yourself.
