The reason I choose to reinstall was all the Cygwin setup binary tarballs showed up as new again. The method installed into a random directory name (file then openssh) in the directory where the Cygwin binaries tarballs are, even though I always choose C:\Cygwin\. It also caused the /usr/bin and /usr/lib mounts to be removed and didn't restore those 2 mounts on the second setup attempt. The last attempt was a clean fresh download and install from the internet which caused most of the executable and dll files (*.exe and *.dll) to be installed in /usr/bin instead of /bin.. I had also deleted the Cynus Solution registry keys from the Software sectiond of Local Machine and User sections of registry first before attempting this clean install. The final problem was the when I run Cygwin setup again after an installation and choose to show all packages, not all of the installled packages offer an uninstall option.
