Usually, when Cygwin is installed, the installed directories get mounted in such a way that gcc can find what it needs. There are many sophisticated things one could tell an experienced user, like check the gcc "spec" file, but perhaps the simplest thing to do is to reinstall Cygwin and check, using the mount command, that the correct directories are being mounted.
