Yes, it exists has 0 bytes and is world writable. So is the entire path

drwxrwxrwx   5 administ Domain A        0 Jan  9  2000 var

drwxrwxrwx   2 administ Domain A        0 Aug  7  2000 run

-rwxrwxrwx   1 administ Domain A        0 Apr 19 21:52 utmp

Any ideas?
