The above is a known problem with Cygwin 1.1.8-2.  The solution is to
replace your Cygwin DLL with one from a recent snapshot:

    $ wget -nd ftp://mirrors.rcn.net/mirrors/sources.redhat.com/cygwin/snapshots/cygwin1-20010411.dll.bz2
    $ bunzip2 cygwin1-20010411.dll.bz2
    $ # shutdown all Cygwin processes
    $ # using cmd or Windows Explorer rename cygwin1-20010411.dll to cygwin1.dll
    $ # using cmd or Windows Explorer move (new) cygwin1.dll to Cygwin's bin
