Hi Alexey,

The answer to this is in the cygwin list archives. (An appropriate place
to look as that's where you got squid :})

Squid does not run OOTB. It needs to know a bit about your machine.
You need to set the effective group and effective user as teh user and
groiup you will be running squid. (It can't change user properly at the
moment, but it does check to see if it is running under the user you
want it to run as. The parameter needs to be a valid cygwin group (hint
see /etc/group).

You also need to setup your acl lists, parent cache configuration.
