You need to have your own copy of the sources for the dll you are distributing, and make sure it remains available as long as your binary is. (I'm subscribed to the list for now) Please keep distributing the dll; that's OK, and if it's one you have verified works with your software, you are doing your users a favor (as long as you also note that if they have cygwin installed, they may run into version conflicts).
