The cygwin directories sources.redhat.com are listable but not
retrievable.  Use a mirror.

I guess it is no surprise that I kept asking people to use mirrors and
everyone ignored me and then I told everyone that cygwin downloads from
sources.redhat.com and people ignored that too.
