try ftp://mirrors.rcn.net.  It seems to have a very recent update and the
performance was very good a few moments ago.

However, setup.ini does not have this problem.  It can be retrieved.  This
results in the mirror sites having a copy of setup.ini that references files
the mirror sites cannot obtain.

Who maintains ftp://sources.redhat.com/pub/cygwin ?  Can this be corrected?
