Didn't you mention ghostscript today? "I have heard" that ghostscript builds on cygwin. I have not done it myself because I'm too lazy -- and the native windows version works "well enough" for me. There are a few miscues between cygwin progs and native-ghost, but not bad enough to bother me to port/support yet another package.
