I've tried 1. man man 2. export MANPATH=/usr/man:/usr/local/man; man man 3. man -M /usr/man man 4. checked that man.conf exists in c:\cygwin\lib only to be rebuffed with the reply "No manual entry for man" I've even checked that /usr/man/man1/man.1 is readable using the "woman" mode in NTemacs.
