Did you read /usr/doc/Cygwin/openssh-2.3.0p1.README? Don't forget to set the user rights of the user starting the application which tries to change the user context (sshd, login) according to the above documentation. A similar hint is in /usr/doc/Cygwin/inetutils-1.3.2.README.
