No. It contains

#ifdef  __INSIDE_CYGWIN_NET__
extern int h_errno;
#else
extern __declspec(dllimport) int h_errno;
#endif

It wouldn't conflict with the above definition in netdb.h
It's the same situation as it's with errno.
