Did you try a different connection method (IE, direct, proxy)? You can either use a different way to download Cygwin. Read http://www.cygwin.com/download.html Corinna By the way... if setup.exe is launched and downloads the new packages, it says something about "retrieving mirrors.lst". Is this file DELETED immediately after use? I couldn't either find mirrors.lst in my Trashcan and my hard disk.
