I found exactly the same problem that Sebastiano Vigna clearly reported in a previous mail. Using setup v2.22: package without number in name are NOT INSTALLED!! see http://sources.redhat.com/ml/cygwin/2000-10/msg01044.html but non one reply the Sebastiano Vigna about that!
