Hello Ed, the same bug occurs if you TEMPORARILY quit cygwin bash to Win9X and relaunch it with the icon in the taskbar. If you're in full screen mode, a few void presses of [RETURN] will stop the vertical scrolling of the text and go into the horizontal instead.
