Nobody stops you from calling bash.exe directly without the usage of any cmd.exe/command.com. Bash works just like any another command processor reading commands from the standard input, although it is much more powerful than cmd.exe or command.com. The console *window* itself is a service of the OS. Any changes/replacement of it is definately not within the focus of Cygwin.
