ctime_r is in newlib, but cygwin1.dll doesn't export it.  There's
probably a lot of functions in newlib that aren't exported; feel free
to submit a patch against CVS for winsup/cygwin/cygwin.din to
cygwin-patches AT sourceware DOT cygnus DOT com as you find them.
