Just to let everyone know (if it's not already documented), I've found out that
ssh-keygen2 has a dependency on /bin/sh.exe.  If /bin/sh.exe does not exist,
ssh-keygen2 will hang at the "Passphrase:" prompt.  It doesn't seem to matter
what the SHELL environment variable is set to.
