I'm not sure what you're asking. Red Hat does not have, or support, glibc "with" cygwin. You might be able to find it on Mumit's web site (you'll have to check the archives or the cygwin web page for this because I don't know it offhand). His glibc does not use cygwin, though, AFAIK, and probably won't work in conjunction with Cygwin.
