In /src/backend/utils/error/elog.c and /src/backend/utils/error/exc.c
you have t change

	extern int	sys_nerr;

	to

	#ifdef __CYGWIN__
	#  define sys_nerr _sys_nerr
	#else
	   extern int sys_nerr;
	#endif
