Does wget work under CygWin? (I haven't tried it yet.) Actually I'm thinking of using it as a poor substitute for the Debian *.debs file manager, but these don't seem to be available, or RPMs either, so I'm assuming that there may be problems with the approach. I've never tried repeatedly doing a "wget -rc" , but it seems to me that it would check to see if the file had changed before downloading again (isn't that the effect of the -c option?), so if wget works from within CygWin, then one should be able to use wget to keep the download files in sync without causing excessive downloads. But I sure want to check on this before trying to implement it ... the servers are busy enough already!
